Leadership
Katherine (Kate) Vigneau, CAFM, is a Director with both the MCG Consulting Solutions. Lieutenant-Colonel (retired) Vigneau spent 27 years with the Canadian Armed Forces as a Logistics and Transportation Officer. She retired in 2010 to work as a consultant specializing in fleet management, supply chain management and education and training. She is the Lead for our fleet practice in both our US and Canadian companies. She has been very involved with NAFA - Fleet Management Association as a volunteer Trustee and as their Director of Professional Development.
Ms. Vigneau holds a Master of Defense Studies from Canadian Forces College, and a Master of Business Administration from the Royal Military Collage.
She is based in our Halifax region (NS) office.

His experience encompasses over 35 years in analyzing local government services in hundreds of jurisdictions throughout the country. He also leads our public safety and justice practice focusing on developing holistic approaches to meeting community needs.
He received his BA degree from California State University, Hayward and his Doctoral degree from Oxford University, UK.
He is based in our US headquarters office in San Mateo (CA).

Staff
Aaron Baggarly is a Senior Manager, and leads our Development Review and Space Planning practices, and has over 12 years of governmental consulting experience. During his consulting career, he has worked with over 100 public sector clients evaluating a wide range of issues including: permit processing, facility needs, detention system staffing and operations. Mr. Baggarly is AICP certified by the American Planning Association and earlier in his career was a professional planner. He has a BS in Community and Regional Planning from Appalachian State University.

Prior to joining MCG Consulting Solutions, Philip spent time as a Research Analyst with the Virginia Criminal Sentencing Commission in Richmond, VA. Philip has also spent time at academic institutions as an instructor throughout the east coast throughout the duration of his graduate-level coursework. Philip holds a bachelors in Sociology from Lebanon Valley College, a masters degree from Radford University, and is a doctoral candidate in criminology from the University of South Carolina.

His principal expertise is in the analysis of law enforcement, having worked on numerous studies relating to staffing, alternative service delivery feasibility, geographic policing, and deployment issues. The data analytics practice he leads also provides analysis fire service responsive effectiveness and station location feasibility. Mr. Brady received his BA in Politics from Willamette University.

His consulting experience has included more than 100 studies throughout the United States, with a focus on emergency communications, public works, fleet management, community development, and administrative services. He received his BS in Public Policy, Management, and Planning from the University of Southern California.

He has worked as an Assistant to the Public Works Director in Springboro, OH and as City Clerk in Wahoo, NE. Cody also serves as an officer in the Army Reserve. He holds a bachelor’s degree in Political Science from the University of Dayton and is currently working towards an MPA from the University of Nebraska at Omaha.

She supports senior staff on engagements including cost allocation plans, user fee studies, and development impact fee studies. Prior to joining the firm, she was a Senior Machine Learning Data Associate at Amazon where she collected, analyzed and reported on data relating to various projects. She has a BA in Anthropology from the University of California Irvine, and AA degrees in Biology and Chemistry from Saddleback Community College.

He leads our fire and emergency medical services analytical practice developing master plans, facility location analysis, management and staffing assessments. He has an MBA and a BS in Public Safety Management from Grand Canyon University.

His principal area of expertise is in the analysis of public works, utilities and parks and recreation services evaluating asset management practices, maintenance planning and performance, crew size and productivity issues. He holds a BS degree from the Georgia Institute of Technology, and an MBA from Georgia State University.

In financial services she evaluates costs and activity based fees as well as fees associated with development impacts; in management studies she is involved in evaluations of administrative services and development review. Prior to joining the firm, he had over 4 years of consulting experience in public works/solid waste industries and 12 years of local government experience including serving as an Assistant Public Works Director/Facilities Manager and Management Analyst in Largo, FL. He also serves as the editor of the Florida Public Works Magazine and has been a frequent presenter and training at professional conferences. Chas holds a Bachelor's degree in Political Science/Public Administration and a Master of Public Administration degree from the University of North Florida.

His professional career included responsibility for fire prevention and management of operations. His experience also includes financial management and accounting. Jocelyn Mathiasen is a Manager, and brings over 15 years of consulting and public sector experience at the local and state levels. Her primary work areas include streamlining municipal operations to enhance customer service and efficiencies, notably in the area of development review. Recently she also served as Director of Permitting and Land Use for the city of Milford, Connecticut. She received a Master of Public Policy from Harvard University, and a BA in Government from Oberlin College.

She comes to our firm after more than 25 years of municipal government work experience with the majority of this time in a leadership role in a CAPRA Accredited, 2 time Gold Medal recipient agency. In her last role, Betsy oversaw the acquisition, development, maintenance, and renovation of developed parks, open space, plazas, trails, medians, and recreation facilities in a rapidly growing community near Denver, CO. Ms. Mercer has a BS in Horticulture from Colorado State University and just recently received her MS in Data Analytics and Policy with a Statistical Analysis concentration from Johns Hopkins University.

A consultant for 10 years, he leads our General Consulting practice which provides administrative, development review and public works consulting services. Mr. Pennington is trained as a Six Sigma Deployment Champion. He also has taught collective bargaining at the university level. He received his BA and MPA degrees from the University of Maine.

Has extensive experience conducting geospatial analysis for local and regional governments, having previously worked for the City of Portland and City of Beaverton, as well as the Tri-County Metropolitan Transportation District of Oregon (TriMet). He holds a BS in Geography/GIS from University of Oregon and a GIS Graduate Certificate from Portland State University.
