Katherine (Kate) Vigneau, CAFM, is a Director with both the MCG Consulting Solutions. Lieutenant-Colonel (retired) Vigneau spent 27 years with the Canadian Armed Forces as a Logistics and Transportation Officer. She retired in 2010 to work as a consultant specializing in fleet management, supply chain management and education and training. She is the Lead for our fleet practice in both our US and Canadian companies. She has been very involved with NAFA - Fleet Management Association as a volunteer Trustee and as their Director of Professional Development.
Ms. Vigneau holds a Master of Defense Studies from Canadian Forces College, and a Master of Business Administration from the Royal Military Collage.
She is based in our Halifax region (NS) office.

During his consulting career, he has worked with over 100 public sector clients evaluating a wide range of issues including: permit processing, facility needs, detention system staffing and operations. Mr. Baggarly is AICP certified by the American Planning Association and earlier in his career was a professional planner. He has a BS in Community and Regional Planning from Appalachian State University.

Prior to joining MCG Consulting Solutions, Philip spent time as a Research Analyst with the Virginia Criminal Sentencing Commission in Richmond, VA. Philip has also spent time at academic institutions as an instructor throughout the east coast throughout the duration of his graduate-level coursework. Philip holds a bachelors in Sociology from Lebanon Valley College, a masters degree from Radford University, and is a doctoral candidate in criminology from the University of South Carolina.
